You will have say in what MOS you get, but my guess is that you would have more input as an Officer vs enlisting.
Both depend on the needs of the Corps at the time. The 1st Board is in November and the 2nd is in March. These are big decisions and very different paths.

The nice thing about a traditional ROTC program is that cadets and midshipmen can have the same college lifestyle that regular, non-ROTC students are having. Students may live in dorms, wear the clothes they want most of the time , take part in extracurricular activities, and eat with their non-ROTC friends at the dining hall. Accepting a scholarship does oblige you to serve in the military after graduation, however.
